HIGHLIGHTS

On November 12 and 13, 2007 the Medical Device Manufacturers Association (MDMA) held its 10th Annual Coverage, Reimbursement and Health Policy Conference in Washington, DC. The Conference presented a unique opportunity for MDMA members and non members to interact with some of the leading stakeholders and decision makers within the reimbursement arena. Participants were treated to several in-depth presentations on basic Medicare reimbursement concepts, the international reimbursement landscape, the role of private investment and venture capital in developing reimbursement strategies, and the role of private payers of medical devices.

The program began with an afternoon dedicated to Reimbursement 101, a thorough review of some of the basic concepts of reimbursement including primers on coding, coverage and payment, investor strategies, and a review of fraud and abuse issues.

Day two of the conference started with a high-level overview of the Medicare inpatient and outpatient prospective payment systems. Don Thompson Acting Deputy Director, Hospital and Ambulatory Policy Group at CMS lead the discussion on the recent changes. Then Dr. Barry Straube, CMS Chief Medical Officer, gave the keynote address, sharing his perspective on several of the challenges facing the Medicare program including the agency’s movement towards value-based purchasing as well as comparative effectiveness.

The first afternoon panel focused on international payer systems. Dr. Hubertus Rosery of Assessment in Medicine provided a detailed overview of payment systems in the European Union generally, and Germany specifically; and Paul Barry of Boston Scientific spoke at length on the reimbursement challenges in both Japan and China. Secondly, private sector influencers in reimbursement processes panel discussed, at length, some of the foremost challenges in obtaining reimbursement in the private and public sectors including interacting with the various medical societies.

The Conference concluded with remarks from Dr. Scott Gottlieb, Resident Fellow at the American Enterprise Institute. Dr. Gottlieb gave a comprehensive presentation highlighting some of the current political dynamics in the health care sector while providing speculation on potential changes with the upcoming elections.
