Analysis of Presidential Candidate’s Health Plans Released
October 10, 2008 - This week, the Lewin Group, a Washington, DC consulting firm released an analysis of the presidential contender’s respective health plans. According to the analysis, both proposed plans would increase coverage for uninsured citizens while attempting to control spending. The Lewin Group states that while both plans attempt to control health care costs, it is difficult to determine which mechanisms will be used to achieve this end. Both plans suggest the use of comparative effectiveness research as a possible mechanism to monitor federal spending on health related services but provide no clear indication to the extent of its use.

R&D Tax Credit Extension Passes
October 3, 2008 - As part of a financial recovery package, the Congress passed the extension of the R&D tax credit. President Bush signed the legislation into law a few hours later. The new law includes a 2 year seamless extension of the R&D tax credit for 2008 and 2009, and increases the Alternative Simplified Credit rate to 14% in 2009.

MDMA Testifies at Congressional Hearing on Competition
September 18, 2008 - MDMA testified before the House Committee on Small Business this week to describe the anticompetitive problems associated with the supplier-funded GPO model and certain dominant firm conduct. Representing MDMA was Said Hilal, CEO of Applied Medical Resources Group. The purpose of the hearing was to examine the lack of oversight and enforcement by DOJ and FTC of anticompetitive practices across a broad spectrum of industries. Hilal accurately highlighted two critical competition issue in the medical device arena: the supplier-funded GPO model and anticompetitive practices of certain dominant firms. Both create an inability for small, innovative medical technology companies to compete in the hospital marketplace.

MDMA Comments on OPPS Proposal
September 2, 2008 - MDMA comments for the OPPS proposed rule focused on key issues of concern for device manufacturers. MDMA highlighted the potential problems associated with CMS’s proposal to continue expanded payment bundling and packaging for items and services. In addition, MDMA also commented on CMS proposal to address charge compression, commending the agency for addressing the issue while urging greater expediency in doing so.

MDMA Comments on Gainsharing, Physician Fee Schedule
August 29, 2008 - MDMA recently submitted comments on the CMS proposed rule for the Medicare Physician Fee Schedule. MDMA comments focused upon CMS’s proposal to create an exception in self-referral regulations to permit expansion of gainsharing arrangements, citing that such exceptions could harm patients and threaten innovation. MDMA also commented and urged caution in CMS’s proposal to use internet pricing data for misvalued services under the fee schedule.
